The Alberta Chief Firearms Office (ACFO) is responsible for administering the Canadian Firearms Program in Alberta. The ACFO is responsible for the issuance of firearms licenses within the province, regulating shooting ranges and shooting clubs, overseeing the delivery of the Canadian Firearms Safety Courses, providing regulatory information to Albertans, and advocating on behalf of law-abiding firearms owners. Additionally, the ACFO works closely with law enforcement and justice system partners to enhance public safety. In Canada, firearms are regulated by the federal Firearms Act and Part III of the Criminal Code. The Government of Alberta administers the Canadian Firearms Program in the province, as well as the Alberta Firearms Act and its regulations. The Alberta Firearms Act also clarifies the responsibilities of Alberta’s Chief Firearms Officer. As a Senior Policy Analyst with the Alberta Chief Firearms Office, you will lead complex policy analysis and provide strategic advice that directly informs provincial decision-making in a high-profile and evolving regulatory environment.”Reporting to the Manager, Policy and Research, as a Senior Policy Analyst, you are responsible for contributions to public safety through responsible provincial firearms policy development. This includes independently conducting research and analysis on specified topics and applicable legislation and preparing materials for senior/executive audiences. The Senior Policy Analyst will also demonstrate good project management practices when independently planning, coordinating, and executing complex assignments/projects.Some duties and responsibilities include, but not limited to are: Working in accordance with the Firearms Act, the requirements of the Canadian Firearm Program and other related federal and provincial legislation. Training and mentoring Policy Analysts and others in the branch on refining various pieces of legislation, regulations and operational policies relevant to firearms licensing and authorizations. Supporting ACFO leadership in achieving the mandate, goals and operations of the ACFO. Developing administrative and operational policies that facilitate program delivery across the ACFO. Working collaboratively with staff across the branch in the development of standard operating procedures, policies, and other deliverables. The position must minimize controversy and maximize understanding, particularly where disagreement emerges among internal stakeholders. Liaising, collaborating with colleagues in other jurisdictions, and representing the unit on national working groups and various ad hoc project teams. Advising on business process enhancement initiatives and improvement opportunities by noting changing business needs, best practices, and industry trends. Knowledge, Skills and Abilities: The Firearms Act and Regulations, Part III of the Criminal Code and associated Regulations, and the Alberta Firearms Act and Regulations. Interrelationship between the province and the federal government as it relates to the provincial administration of the Firearms Act. Advanced project management, planning and organizational skills. Leadership and interpersonal skills required to lead complex projects involving multiple stakeholders. Communication skills coupled with interpersonal and negotiation skills to foster stakeholder understanding and negotiate resolution. Qualifications Required: A bachelor’s degree in a related field such as including sociology, political science, criminology, or a related field or English. In addition, a minimum of four years of relevant experience is required. The experience should include writing policy or procedures and preparing briefings for executive leadership. Successful candidates are required to obtain and maintain an Enhanced Reliability status conducted by the RCMP. Maintenance of this status is a requirement of the position. Experience conducting data analysis, working with complex datasets, and providing summaries and reports on findings. Related experience within the public sector would be an asset. Demonstrated experience coordinating or managing projects would be an asset. Experience in issues management including risk identification, strategic response planning, and cross-government coordination. Working knowledge of provincial legislation and associated regulations – and how they interact with federal policy is an asset. Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
