Affiliation: Non-Union Number of Positions Open: 1 Posting Period: 20-Apr-2026 to 04-May-2026The Division of People & Equity plays a critical role within the City of Toronto, Canada's largest and most culturally diverse city, in promoting policies, practices and programs conducive to fostering and creating an equitable environment where employees, visitors and residents feel heard and welcome. The Consultant will provide service and expertise in the following areas: Human Rights Intake, Advisory & Resolution Services You provide confidential, impartial, and expert human rights advice and support to employees, residents, managers, elected officials, and service recipients. You receive, assess, and manage complaints related to discrimination, harassment, accommodation, and inclusion. Applying sound professional judgment, you determine appropriate resolution pathways and support early, fair, and effective resolution through coaching, facilitation, negotiation, mediation, and other forms of alternative dispute resolution, including the preparation of Minutes of Settlement where appropriate. Investigations & Case Management You conduct complex human rights and workplace harassment and discrimination investigations in accordance with City policies, collective agreements, and legislative obligations. This includes interviewing parties and witnesses, gathering and analyzing evidence, conducting legal and policy research, preparing investigation reports, determining findings, and making recommendations to remedy and resolve complaints. You ensure all investigations are conducted with professionalism, confidentiality, and procedural fairness. Policy, Research & Legislative ExpertiseYou interpret and apply applicable human rights and employment legislation, agreements, and related policy frameworks. You conduct research that reflects developments in legislation, case law, leading practices, corporate policies, and initiatives at other levels of government. You remain current on emerging human rights issues and trends to provide accurate, timely, and informed advice across the organization. Human Rights Program Development & Continuous Improvement You contribute subject matter expertise to the development, implementation, and continuous improvement of corporate and divisional equity, anti-discrimination, and human rights policies, programs, education, and communications. You assist in identifying trends, maintaining complaint data, and preparing reports to support informed decision-making, compliance, and organizational improvement. Stakeholder Collaboration, Reporting & Corporate Support You build and maintain effective, co-operative working relationships with employees, managers, elected officials, service recipients, and cross-divisional partners. You provide expert advice and consultative support across all levels of the organization. You prepare accurate and confidential records, reports, presentations, and correspondence. Key Qualifications:
Considerable experience in human rights within a major unionized public or private sector organization. Demonstrated experience in alternative dispute resolution processes, and in undertaking harassment/discrimination investigations, drafting investigation reports, and recommending appropriate human rights interventions and remedies. Knowledge and experience in applying relevant provisions of the Human Rights Code, the Accessibility for Ontarians with Disabilities Act, the Occupational Health and Safety Act, the Workplace Safety and Insurance Act, collective agreements, human rights case law, and related legislation (e.g. Employment Standards Act) Experience in researching, developing and implementing anti-racism, equity, diversity and human rights-related projects, policy and/or education is also a vital requirement of this role. Highly developed communication, presentation and human relations skills with the ability to communicate persuasively and effectively at all organizational levels. Ability to exercise sound judgement and remain impartial. Excellent analytical, mediation, negotiation and problem-solving skills and ability to work in a fast paced and high-volume environment. Post-secondary education in a professional discipline pertinent to the job function, and/or an equivalent combination of education and experience. A Law degree (LLB or JD) would be considered an asset.
