Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.For more information about Alberta Infrastructure, please visit: http://www.infrastructure.alberta.ca.Role Responsibilities The Facilities Manager is responsible for the effective, efficient, and safe management of an assigned portfolio of government-owned and/or leased facilities. Reliable and responsive facility operations are essential to enabling Alberta Government ministries to deliver programs and services.Reporting to the Director, the role focuses on strategic planning with day-to-day management of events on the Legislature Grounds and the conference spaces within the Queen Elizabeth II Building and McDougall Centre in Calgary. This role provides leadership to a multidisciplinary team of supervisors, staff, consultants, and contractors delivering comprehensive facilities management services in accordance with applicable legislation, policies, standards, municipal requirements, and building codes.The primary responsibilities for the Facilities Manager include, but are not limited to: Facility Operations & Service Delivery: Ensure facilities are operated safely, reliably, and efficiently, supporting ministry program delivery. Provide direction to staff and contractors on mechanical and electrical systems, building maintenance, energy management, security, and environmental stewardship. Ensure compliance with Occupational Health and Safety plans and emergency management protocols. Promote energy-efficient and environmentally responsible facility operations.   Asset & Maintenance Management: Establish and oversee preventative maintenance programs to maximize building component life. Manage facility condition assessments and consultant investigations. Develop and manage multi-year major maintenance plans, including scope, schedules, and cost estimates. Contract & Property Management: Establish scope, terms, and cost estimates for property management service contracts. Lead competitive procurement processes in compliance with trade agreements, Direct Purchase Regulations, and administrative practices. Ensure fair, equitable, and compliant contract administration. Lease & Tenant Services: Manage payable and receivable leases in accordance with lease terms. Oversee operating costs, tenant services, rent payments, and receivables. Negotiate or mediate landlord-tenant disputes as required. Facilitate third-party real estate transactions, including estoppel letters. Security & Emergency Management: Develop and maintain physical security and emergency management plans. Ensure appropriate security infrastructure, protocols, and resources are in place. Collaborate with facility users and clients to develop, test, and maintain emergency response and recovery plans. Events and Conference Centers: Lead the planning, coordination, and delivery of meetings, functions, and major events across the Legislature Grounds and government conference facilities. Qualifications Required: University Degree, technical certification, or trades certification in a field related to the position assignment. PLUS four (4) years of progressively responsible experience. Extensive knowledge of event planning, facilities planning, construction, operations and maintenance functions. In depth knowledge of building components and systems, including how they interact and impact the functioning of the facility and the programs delivered by clients. Experience with property management, contract, lease and project management processes, contract law, and negotiation and dispute resolution principles.   Equivalency: Related experience or education (e.g. related diploma) may be considered as an equivalency on a one-for-one basis.Assets: An RPA, CPM or CFM designation. Project planning, event management and coordination and management skills.
